Paul Frame - CEO/ Managing Director

Paul Frame is an Australian Architect practicing in Papua New Guinea since 1978. He received his bachelor of Architecture at University of Sydney in 1971 and a Post-Graduate Diploma in Industrial Design at University of New South Whales in 1973. He registered at PNG Institute of Architects in 1997 and registered as an architect in Queensland in 2001.

He worked in several architectural firm in Sydney until 1997, He established a small architectural office with other local practicing industrial architecture design. In 1982 he founded Frameworks Architects Limited extending his practice in this field and subsequently he founded a film School in PNG, Skul Bilong Wokim Piksa, NCC in 2009.​

One of his project Raun Raun Theatre was included and illustrated in the History of Architecture and in other history books, making him a renowned in cultural and traditional architecture for PNG.

Noel Borcelis - Senior Architect / Designer

Noel Borcelis is a licensed architect in the Philippines and a member of the United Architects of the Philippines (UAP), as well as the Papua New Guinea Institute of Architects (MPNGIA). He brings more than 30 years of professional experience in architectural design and project delivery across the Philippines, the United Arab Emirates, and Papua New Guinea, including over 15 years of continuous practice in PNG.

Throughout his career, he has developed strong expertise in conceptual design, 3D modeling, and visual presentation using industry-standard tools such as AutoCAD, Revit, SketchUp, and Lumion. Since 2010, he has been actively engaged in delivering projects from initial concept through to completion, demonstrating consistent capability in consultant coordination, project management, and ensuring compliance with PNG, Australian, and New Zealand building codes.

With a solid foundation spanning both design and construction, he is committed to delivering high-quality architectural outcomes, fostering effective collaboration among project stakeholders, and mentoring emerging professionals in the field. His work is defined by a consistent pursuit of excellence across all stages of the architectural process, from concept development to project realization.

Peniel Teni - Graduate Architect

Mr. Peniel Teni is a competent Graduate Architect with over five years of professional experience across Papua New Guinea's architectural, engineering, and public sectors, including work with the Eastern Highlands Provincial Government. He holds a Bachelor of Architecture in Architecture & Building Construction Management from the Papua New Guinea University of Technology (PNGUoT). His academic and professional background forms a strong foundation for managing diverse projects, ranging from low-set structures to multi-functional high-rise buildings.

 

In his current role as a graduate architect, Mr. Teni utilizes his technical proficiency in AutoCAD and SketchUp, while actively developing his skills in Revit. He is responsible for producing detailed design documentation, conducting rigorous site and building inspections, and managing construction progress through comprehensive monthly reports.
